JUDGMENT ORDER

After consideration of all contentions raised by appellant, it is

ADJUDGED and ORDERED that the judgment of the district court be and is hereby affirmed, without prejudice to appellant's right to seek discretionary administrative relief with respect to the period after March 20, 1987, the date of his sentence on the federal charges. See Barden v. Keohane, 921 F.2d 476 (3d Cir. 1990).
