After consideration of the joint submission of the parties it is
ADJUDGED AND ORDERED that
the petition to stay all proceedings in these consolidated cases is granted subject to the following conditions:
1. The parties will file immediately a motion to remand this matter to the district court for the entry of a consent decree. Within 30 days the parties will advise this Court whether the consent decree has been filed and approved. During the period up to and including the district court's ruling, the district court shall have jurisdiction over the consent decree. Immediately upon the district court's ruling, jurisdiction shall revert to this Court.
2. If, the district court rejects the consent decree or has not acted within 30 days, jurisdiction will revest in this Court at the earlier of either the order of rejection, or 30 days.
3. Other than as provided in number one above, during the duration of this stay and during the period that the matter is remanded to the district court for its consideration of the proposed consent decree, this Court will retain jurisdiction over this case.
